Until recently, Europe was the largest renewable energy market in the world but it has now been overtaken by Asia-Pacific. Under the European Unionís (EU) Renewables Directive, member states are committed to national targets that increase the share of renewable energy used in the countryís energy consumption by 2020. The targets reflected the states' variable starting points and levels of potential, ranging from 10% in Malta to 49% in Sweden.

Some countries such as the UK, France and Italy witnessed minor changes to policies or Feed-in Tariffs (FiT) during Q3 2014. Major policies in other EU countries such as Germany, Portugal and Sweden remained unchanged.
